Container delete may fail for Schema v2 container while it is being scanned

    Description

      Similar to HDDS-11721, the container scanner holding a reference to a schema v2 DB during scan may prevent it from being evicted from the cache when the container is deleted. In HDDS-11721 the export operation should not block for scanning. However in this case deletion should supersede scanning.
