Description

Implement RoundRobinPipelineChoosePolicy for test case TestOzoneClientRetriesOnExceptions#testMaxRetriesByOzoneClient, in order to ensure the test is run.

At this moment, RoundRobinPipelineChoosePolicy might only be useful for testing and debugging purposes.
