[HDDS-10103] Snapshot read calls are failing due to SnapshotCache's inconsistency

Description

Snapshot diff call and other background services (KeyDeletingService and SSTFilteringService) are failing because SnapshotCache is in inconsistent state.

Currently we use different locks to provide consistent view of the snapshot cache. Which are causing multiple problem e.g. HDDS-9871, HDDS-10076
