[HCATALOG-628] Committer deletes the original partition when a duplicate partition fails registration

Description

If a partition (p1=0) already exists and a MR job creates (p1=0) dynamically, the committer tries to register the new partition and fails with HCatException (which is correct). But as part of the cleanup, it removes the original partition.
