checkstyle not checking headers under test/e2e

    Description

      HCATALOG-446 addressed this for most of the code, but much of the code under test/e2e was excluded. All of the excludes for test/e2e (.pm,.pl, *.conf, *.xml) need to be removed and the right changes made to checkstyle to support this.
