Description

As the summary said, the HConnectionImplementation's constructor does not need throw ZooKeeperConnectionException, because it does not connection to ZK.
And, if delete it belong, ZooKeeperConnectionException does not need in createConnection(), getConnection(), getSpiedConnection() and HConnectionRaceTester() 's constructor.
