Description

After the patch HBASE-7009, we can use ChaosMonkey to test the Hbase cluster.
The ClusterManager use ssh to stop/start the rs or master without passwd. To support other cluster manager tool, we need to make clusterManager in IntegrationTestingUtility pluggable.
