[HBASE-5112] TestReplication#queueFailover flaky due to potentially uninitialized Scan

Description

In TestReplication#queueFailover, the second scan is not reset for each new scan. Followed scan may not be able to scan the whole table.
So it cannot get all the data and the test fails.
