    Description

      TestInstantSchemaChangeFailover#testInstantSchemaOperationsInZKForMasterFailover was disabled for instant schema change (HBASE-4213) after it failed on Jenkins.

      We should enable it and make it pass on Jenkins and dev enviroments.
