[HBASE-28942] Purge all netty 3 dependencies by default

Description

After bumping default hadoop version to 3.4.1, we should be able to remove all netty 3 dependencies.

Now the problem is in hbase-external-blockcache, where we use jmemcached for testing, it is an old library which still depends on netty 3.

We should find a way to deal with this.
