[HBASE-28685] Support non-root context in REST RemoteHTable and RemodeAdmin

Description

RemoteHTable and RemodeAdmin expect that the REST server is in the root context.

This is not true when the REST server is accessed via a reverse proxy like Apache Knox.

Make it possible to set the context for those classes.
