bin/hbase --help does not list "omnibus_tarball" options

    Description

      Launching bin/hbase --help from the 2.4.17RC0 full distribution tarball, I see a limited set of options. It looks like we do not source hbase-config.sh before printing the help message, which means HBASE_HOME is not set, and we don't get the extended output.
