1. Release the artifacts on repository.apache.org
2. Move the binaries from dist-dev to dist-release
3. Add xml to download page
4. Push tag 2.4.17RC0 as tag rel/2.4.17
5. Release 2.4.17 on JIRA https://issues.apache.org/jira/projects/HBASE/versions/12352760
6. Add release data on https://reporter.apache.org/addrelease.html?hbase
7. Send announcement email
