Make "/prometheus" endpoint accessible from HBase UI

    Description

      Prometheus metrics feature were added in HBASE-20904, but it's not in the UI yet, so the only option to use it is the URL.

      I would like to make a change in the web UI, so it can be accessed via a dropdown menu there and I would like to include the description option, so metrics can be viewed with or without description.
