[HBASE-27296] Some Cell's implementation of toString() such as IndividualBytesFieldCell prints out value and tags which is too verbose

Description

One of users sees cells >10Mb are logged when over limit at their client log. 

Checked the code, toString() behavior is not consistent, mostly does not include values and tags. Change toString() to exclude tags/value.
