[HBASE-27042] hboss doesn't compile against hadoop branch-3.3 now that s3guard is cut

Description

HBoss doesn't compile against hadoop builds containing HADOOP-17409, "remove s3guard", as test setup tries to turn it off.

there's no need for s3guard any more, so hboss can just avoid all settings and expect it to be disabled (hadoop 3.3.3. or earlier) or removed (3.4+)

(hboss version is 1.0.0-alpha2-SNAPSHOT)
