Description

We have noticed that using HBase 2.4.11 reliably breaks
PartialIndexRebuilderIT.testConcurrentUpsertsWithRebuild
and makes ConcurrentMutationsExtendedIT.testConcurrentUpserts very flakey.

The same tests run file with earlier versions, including HBase 2.4.10.

At best this is a behaviour change in an HBase minor version, at worst this is a plain regression.
