[HBASE-26248] Should find a suitable way to let users specify the store file tracker implementation

Description

Now all the implementations are marked as IA.Private, so there is no safe way for users to specify them.

But for simplify, maybe we should not expose the full class name of the implementation classes to users. Just follow the way in WALFactory, to introduce an alias name for the implemention, for example

DEFAULT, FILE, REGION, etc.
