Release Note

LocalHBaseCluster is now IA.Private.

In general, It should not be IA.Public. It is only used by HMaster to start a local cluster, as well as in HBTU to start a local cluster for test. End users should use HBTU(or its alternate classes) instead of using LocalHBaseCluster.

Description

It is not for end users to use directly in code, we just use it when starting hbase in local mode.
