Release Note

Tables metadata created on a 1.7.0 cluster with faulty serialization from HBASE-26021 is now automatically rewritten with correct serialization format at active master bootstrap. Refer to hbase upgrade documentation on 1.7.x for further details.

Description

As discussed in the parent issue, 1.7.0 introduced an incompatible table serialization change. We need tooling that auto converts these into 1.7.1 compatible table descriptors and table states.
