[HBASE-25629] Reimplement TestCurrentHourProvider to not depend on unstable TZs

Description

Because TestCurrentHourProvider is not timezone independent we are subject to vagaries of timezones around the world and the management of TZ data of each test server and dev box. This is not something we want to take on, IMHO. Reimplement to be independent of TZ or remove.
