[HBASE-24907] Turn off the balancer when test region admin api

Description

For region admin api, we will test move/split/merge/assign/unassign and test the region location right or not. But the balancer may move region to other places and break the UT. So turn off the balancer for TestAsyncRegionAdminApi.
