Description

Need to check that the following are fulfilled:

1. The mutation type should be Put or Delete in HRegion.checkAndMutate().
2. The specified row should match the row of the Put/Delete/RowMutations in HRegion.checkAndMutate() and HRegion.checkAndRowMutate().
