Release Note

The Jira Precommit job (https://builds.apache.org/job/PreCommit-HBASE-Build/) will now look for a file within the source tree (dev-support/jenkins_precommit_jira_yetus.sh) instead of depending on a script section embedded in the job.

Description

Right now the precommit job that scans Jira for attachments is defined entirely in the Jenkins job configuration. Let's move this into git so that changes can be tracked.
