Description

This commit seems broken on branch-1. https://github.com/apache/hbase/commit/d80d3fa45487fedf203c7144e8267753e4d53529#diff-ae046012dd310fc116a729bf36c7df81 seems to have fixed the issue that the other HBASE-19275 patches fixed, but when HBASE-19275 was applied to branch-1 it appears to have reverted this code: https://github.com/apache/hbase/commit/e8e4beacb039299a9e56cd355e3ada08784a7acb#diff-ae046012dd310fc116a729bf36c7df81 meaning the tests always pass again.
