    Description

      HBASE-21820 implement CLUSTER scope quota in a simple way, use [ClusterLimit / RSNum] to divide cluster limit into machine limit.
      But when use rs group feature, namespace tables are on a subset of region servers, the cluster limit should be shared by the rs group, not all region servers.
