    Description

      Disable testRSGroupsWithHBaseQuota in TestRSGroups. It is a test added after the original set in TestRSGroups that is not like the others. After fix of the balancer in HBASE-21266, its manufacture causes a bunch of failures. Parent issue is about making a real fix. Pushing this to branch-2.1 in meantime so can cut an RC.
