Description

After removing the use of the master's system timestamp for meta updates in HBASE-18328 and now that we pass the timestamps during region open/close in HBASE-18395, we can also remove all legacy usages of masterSystemTime.

This was initially introduced in HBASE-13709 to send the master's current system time during an open region RPC to fix a case where certain meta table updates could be eclipsed in very rare circumstances.
