[HBASE-18093] Overloading the meaning of 'enabled' in Quota Manager to indicate either quota disabled or quota manager not ready is not good

Description

In MasterQuotaManager, a member 'enabled' is used to indicate either quota feature is disabled or quota manager is not fully initialized. This would create confusion whether caller should wait for quota manager to be initialized or change configuration to enable quota.
