    Description

      toffer suggested enhancements to the favored stochastic balancer on the review board for HBASE-16942. This is a follow up to address that. +devaraj.

      ideally this should be picking the server with the highest locality for the region. tho this will suffice for now the goal is just a bit different. prolly a future enhancement
