Description

The Master will need to get reports of table usage in the cluster from RegionServers.

RegionServers could report this to the Master or the Master could poll this information from the RegionServers. Need to determine which model is more appropriate given the importance of applying quotas (e.g. we do not want quota-use calculation to impact region assignment).
