The HBase `shell` command no longer recognizes the option `--format`. Previously this option only recognized the default value of 'console'. The default value is now always used.

Description

The usage information when running hbase shell refers to a formatter option that has yet to implemented in over 8 years and which will ostensibly never be implemented. As such, let's cleanup the help message and remove some extraneous lines of code from hirb.rb.
