precommit personality should capture license check debug information

    Description

      Occasionally we get a precommit failure due to a dependency missing licensing information.

      Right now, the failure is just velocity template errors and there's no obvious way to see what the bad dependency is.

      our personality should define license.debug.print.included as true, and it should archive the generated LICENSE/NOTICE files. that way we can at least examine them post-hoc to see what's going on.
