Description

this JIRA implements assignment procedure from Master-side.

• send open/close/offline RPC to RS for assignment (involves table and server queues)
• wait for response
• listen to dispatcher and wait for completion (timeout, success, fail)
• if procedure fails due to dead server, deal with it (let SSH handle or retry with a different RS)
