Description

HBASE-12743 hasn't a clear owner and our Devaraj Kavali has been seeing issues around this in internal runs as well. It also seems to be incompatible with rolling upgrade from 0.98, so folks making the upgrade to 1.1 will need to disable it out the gate anyway.
