[HBASE-12552] listSnapshots should list only owned snapshots for non-super user

Description

Currently list_snapshots lists all the snapshots available for a non-super user which may not be correct, this should be applicable only for a user with admin rights.
So I feel for a non-super user it should lists only the snapshots owned by it if any.
