[HBASE-12407] HConnectionKey doesn't contain CUSTOM_CONTROLLER_CONF_KEY in CONNECTION_PROPERTIES

Description

This causes a HTable instance with custom RpcControllerFactory.CUSTOM_CONTROLLER_CONF_KEY conf setting while HTable internal may use a cached connection without this custom conf setting because CUSTOM_CONTROLLER_CONF_KEY isn't part of HConnectionKey.CONNECTION_PROPERTIES
