[HBASE-11804] Raise default heap size if unspecified

• Release Note: When run without a specified heap size the HBase scripts will now let the jvm choose the defaults. Usually this will mean that the max heap size will be the larger of 1gig or 1/4 of physical memory.

Description

On master running pe randomWrite with ten threads and the default heap size crashes the system. This works on 0.98 and before.

It's been a long time that 1000mb has been our default. Maybe we should start looking at raising that limit on master.
