Description

In light of discussions and refactoring progress around consensus base replication (see HBASE-10909) the concept of multiple active replicas can be applied to the HMaster entity.

In order to achieve this, a number of steps expressed in the subtasks of this ticket will have to be completed. similarly to HBASE-10909).
