[HBASE-10120] start-hbase.sh doesn't respect --config in non-distributed mode

Description

A custom value for --config is not passed along to hbase-daemon.sh by start-hbase.sh when invoked in local mode (hbase.cluster.distributed=false). When --config is specified, variables from hbase-env.sh are applied to the runtime, but not hbase-site.xml.
