[HAWQ-1553] User who doesn't have home directory can not run hawq extract command

Description

HAWQ extract stores information in hawqextract_YYYYMMDD.log under directory ~/hawqAdminLogs, and a user who doesn't have it's own home directory encounters failure when running hawq extract.

We can add -l option in order to set the target log directory for hawq extract.
