Description

For PXF jar files, add LICENSE, NOTICE, and DISCLAIMER.

Per review from IPMC vote for Apache HAWQ 2.2.0.0-incubating binary release, we need to add LICENSE, NOTICE, and DISCLAIMER files for the binary release.
