[HAWQ-1294] Remove ALL privilege for HAWQ service in Ranger

Description

We do not yet need to have ALL privilege for HAWQ since we do not yet support propagating GRANT ALL command from HAWQ into updates in Ranger policies.

Users can use "Select All" checkbox in UI to select all available privileges for the policy, if needed.

Remove the privilege, we can add it later when required.
