Verify and fix build of c++ targets in Hadoop on Windows

    Description

      There are a bunch of c++ files that are not compiled by default for legacy reasons. They represent important functionality. We need to make sure they build on Windows.
      There is some dependency on autoconf/autoreconf.
      HADOOP-8368 ideas could be used in here.
