Description

When I loop TestZKFailoverController, I occasionally see two types of failures:
1) the ZK JMXEnv issue (ZOOKEEPER-1438)
2) TestZKFailoverController.testZooKeeperFailure fails with a timeout

This JIRA is for fixes for these issues.
