[HADOOP-7927] Can't build packages 205+ on OSX

Description

Currently the ant build script tries to reference the native directories, which are not built on OSX, breaking the build:

BUILD FAILED
/Users/jhoman/repos/hadoop-common/build.xml:1611: /Users/jhoman/repos/hadoop-common/build/hadoop-0.20.205.1/native does not exist.

Once one fixes this, one discovers the build is also trying to build the linux task controller, regardless of whether not the native flag is set, which also fails.
