Description

As HADOOP-16947 problem with description,
Stale SumAndCount also should be remove when DataNodePeerMetrics#dumpSendPacketDownstreamAvgInfoAsJson.
Ensure the DataNode JMX get SendPacketDownstreamAvgInfo Metrics is accurate
