wasb: delete() should have timeout option

    Description

      The delete() API in AzureBlobFileSystem could potentially stuck when trying to delete a infinitely lease blob file/directory. We hope that there is a timeout option for this API and the delete() could throw an timeoutException when specified timeout limit is reached.
