[HADOOP-17659] Remove hadoop-shaded-jaeger from hadoop-thirdparty 1.1.0 release

Description

The hadoop-shaded-jaeger was created to produce a shaded jaegertracer artifact used by the core Hadoop code. But the core Hadoop side isn't ready to consume it, and the version we shade is too old, need update.

So regardless, we can't release as is, therefore I propose to remove this jar from hadoop-thirdparty 1.1.0 for now.
