Description

The `format` element is disallowed in configuration within maven-checkstyle-plugin, detailed info  http://maven.apache.org/plugins/maven-checkstyle-plugin/check-mojo.html

Maybe used `format` means `outputFileFormat`, `outputFileFormat`'s default value is `xml`,  so we can remove the `format` element.
